Zimbabwe Mining Development Corporation (ZMDC) is a major player in the Zimbabwean mining industry and a key contributor to the growth of the national economy through mining and mineral development. The Corporation is inviting applications from suitably qualified and experienced candidates for the position of a Buyer. JOB PURPOSE The Buyer will be responsible for the timely and cost-effective procurement of goods, services and works, ensuring compliance with the Public Procurement and Disposal of Public Assets Act [Chapter 22:23], applicable regulations, PRAZ directives and the organisation’s procurement policies and procedures. Duties and Responsibilities KEY RESPONSIBILITIES • Manage procurement of goods, services and works in accordance with approved procurement plans and procedures. • Prepare and administer RFQs, tenders and other competitive procurement processes. • Conduct market research, obtain quotations and undertake price and supplier comparisons. • Ensure procurement processes are transparent, fair, competitive and provide value for money. • Prepare procurement documentation, quotation analysis and procurement recommendations. • Monitor purchase orders, deliveries, supplier performance and contract compliance. • Maintain complete and accurate procurement records to support audit and regulatory requirements. • Provide guidance to user departments on appropriate procurement methods and compliance requirements. • Support procurement reporting and implementation of audit recommendations. • Experience in competitive bidding, RFQs, supplier management, contract administration and procurement documentation.

Requirements

• Bachelor’s Degree in Procurement, Supply Chain Management, Purchasing, or a related field. • A professional procurement qualification such as CIPS will be an added advantage. • At least 3 years’ relevant experience in procurement/buying, preferably within a public sector, parastatal or regulated environment. • Sound practical knowledge of the PPDPA Act [Chapter 22:23], applicable regulations, PRAZ requirements and public procurement procedures. KEY COMPETENCIES • Strong knowledge of public procurement and compliance requirements. • Excellent analytical, negotiation and communication skills. • High level of integrity, confidentiality and attention to detail. • Strong supplier and stakeholder management skills. • Ability to work under pressure and meet procurement deadlines. • Proficiency in MS Office and/or ERP procurement systems.
